In this discourse, Islam has been considered as a comprehensive ideology which has clear instructions and orders for all areas of life by paying attention to this and the other world. The present study is seeking to explore the reason for presenting the project of Islamic government from the viewpoint of two contemporary Shiite jurists (i.e. Imam Khomeini and Ayatollah Sayyid Muhammad Baqer Sadr).<br />Accordingly, it has attempted to investigate the historical, political, social and religious conditions governing Iran and Iraq to explore the factors effective on this theory. The findings of the research show that political conditions governing the two countries, including the internal despotism and the external colonialism, infiltration of deviated thoughts, as well as the geographical situation and the demographic context of the two countries are influential factors in presenting the project of establishing the Islamic government. This study uses a descriptive-analytical approach and a historical method to gather data based on library and documentary studies. نظریه «حکومت اسلامی» یا گفتمان تفکیک‌‌ناپذیری دین از سیاست از گفتمان‌های مشهوری است که توسط برخی از فقهای شیعه در تاریخ تشیع به­عنوان راه نجات جوامع شیعی از بحران‌های گوناگون ارائه شده است. در این گفتمان، اسلام به­مثابه یک ایدئولوژی جامع در نظر گرفته شده که دنیا و آخرت انسان را در برگرفته است و برای همه حوزه‌های زندگی دستورها و احکام روشنی دارد. در این چارچوب، پژوهش حاضر در پی آن است که چرایی ارائه طرح حکومت اسلامی را از منظر دو تن از فقهای شیعه معاصر، یعنی امام خمینی و آیت‌الله سیدمحمدباقر صدر واکاوی کند. این پژوهش می‌کوشد ضمن بررسی شرایط تاریخی، سیاسی، اجتماعی و مذهبی حاکم بر دو کشور ایران و عراق، به بررسی عوامل مؤثر بر طرح این نظریه بپردازد. یافته‌های پژوهش نشان می‌دهد شرایط سیاسی حاکم بر دو کشور از جمله استبداد داخلی و استعمار خارجی، نفوذ اندیشه‌های انحرافی و همچنین موقعیت جغرافیایی و بافت جمعیتی دو کشور به‌مثابه عوامل تأثیرگذار، در ارائه طرح تأسیس حکومت اسلامی مؤثر واقع شده است. این پژوهش با رویکرد «توصیفی - تحلیلی» و با روش «تاریخی» به گردآوری داده­ها بر اساس مطالعات کتابخانه‌ای و اسنادی پرداخته است. https://www.shiitestudies.com/article_715788_f2252d761bc791887fd004ce1925b14f.pdf
